China Restricts Dual-Use Exports to Japan Over Military Concerns
The comments were made Tuesday by Foreign Ministry spokesperson Lin Jian while responding to reports suggesting that the United States had urged China to restart shipments of rare-earth materials to Japan, according to reports. Lin did not verify whether such a request had been made by the Trump administration.
“China, in accordance with laws and regulations, has banned the export of all dual-use items to Japanese military users, for military purposes, and to any other end-users or for any purposes that would help enhance Japan’s military capabilities,” Lin said.
Explaining the rationale behind the policy, Lin stated that the restrictions are designed to “stop Japan’s attempts at remilitarization and nuclear weaponization.”
According to reports, the measures came into force immediately after being announced by Chinese authorities in January. The move is part of a wider strategy by Beijing to strengthen oversight of products and technologies considered strategically important and potentially sensitive from a security standpoint.
